English As A Second Language

Wayne County Public School’s English as a Second Language Program serves over 2500 multilingual learners representing 34 languages. The English as a Second Language (ESL) program aims to provide multilingual learners with focused pathways to accelerate their academic and linguistic acquisition. 

 The home language survey (HLS) serves as the primary source for identifying students who speak languages other than or in addition to English. A student who meets the criteria for language proficiency assessment is administered the WIDA Screener within the first thirty days at the beginning of school and within the first ten days of enrollment during the school year. The school may contact parents directly to provide further information on the student's language abilities before determining if the student needs assessment for language services.

Students scoring below 5.0 on any of the four domains (listening, speaking, reading, and writing) on the WIDA Screener are eligible to receive English as a Second Language services. Permission forms are sent to parents to inform them of their child's eligibility in ESL, including criteria for receiving services and exiting the program. A parent has the right to remove their child from the program at any time. The district's ESL program offers the following services: 

  • English learner identification based on the WIDA Screener Initial Test

  • annual English Language Proficiency Test Using ACCESS 2.0 

  • removable Services, Push-In, Co-Teaching, and Transition 

  • collaboration with Content Teachers on Academic Progress 

  • offer professional development for our ESL teachers, content teachers, and instructional coaches 

  • promote parent involvement

El Programa de Inglés como Segundo Idioma de las Escuelas Públicas del Condado de Wayne atiende a más de 2500 estudiantes multilingües que representan 34 idiomas. El programa de inglés como segundo idioma (ESL) tiene como objetivo proporcionar a los estudiantes multilingües vías enfocadas para acelerar su adquisición académica y lingüística.  

 La encuesta de lengua materna (HLS) sirve como la fuente principal para identificar a los estudiantes que hablan idiomas distintos o además del inglés. A un estudiante que cumple con los criterios para la evaluación de competencia lingüística se le administra el WIDA Screener dentro de los primeros treinta días al comienzo de la escuela y dentro de los primeros diez días de inscripción durante el año escolar. La escuela puede comunicarse directamente con los padres para proporcionar más información sobre las habilidades lingüísticas del estudiante antes de determinar si el estudiante necesita una evaluación para los servicios lingüísticos. 

 Los estudiantes que obtienen un puntaje inferior a 5.0 en cualquiera de los cuatro dominios (escuchar, hablar, leer y escribir) en el WIDA Screener son elegibles para recibir servicios de inglés como segundo idioma (ESL). Las cartas de permiso informan a los padres sobre la elegibilidad de sus hijos para los servicios lingüísticos, incluidos los criterios de entrega y salida del programa. Un padre puede rechazar los servicios de ESL para su hijo en cualquier momento durante la participación en el programa. El Programa de Inglés como Segundo Idioma del distrito ofrece los siguientes servicios: 

  • identificación de estudiantes de inglés basada en la prueba de nivel inicial WIDA Screener prueba

  • anual de dominio del idioma inglés utilizando ACCESS 2.0

Carolina del Norte es miembro del consorcio WIDA y utiliza el Marco de Estándares ELD WIDA 2020 edición para instrucción y evaluación.

EL Student and Family Newcomer Orientation Program

Federal Programs is pleased to announce that the EL Student and Family Newcomer Orientation Program has officially opened! The Newcomer Program is located in the Wayne County Public Schools Professional Development and Family Engagement Center (415 South Virginia Street, Goldsboro, North Carolina). 

The program will provide a school and community orientation to students and their families. Students will receive explicit instruction in the English language while enrolled in the program before transitioning to their home school. Students in grades 1-12 are eligible to attend the program first semester. Kindergarten students can attend the second semester.

When a student enrolls in WCPS, and it is their first time in a U. S. school, the person registering the student will notify the Parent Liaison. The Parent Liaison will then invite the student and their family to the Newcomer Program for orientation.

Transportation from the student's home to the Newcomer Program will be provided along with breakfast and lunch. The approximate length for participation in the program is one to two weeks. Some students may transition to their home school earlier than anticipated, while others may require additional time to become accustomed to a school setting. The EL teacher and Parent Liaison will communicate regularly with the base school administration to ensure a seamless transition between the program and school. The Parent Liaison will monitor the student's progress once they return to their home school and work to build a partnership between the school and family.

The EL Student and Family Newcomer Orientation Program will provide students and families information on attendance policies, student schedules, grades, graduation procedures, transportation, special services, after-school activities, parent engagement, and the role of parents in their child’s education. Parents and families will receive information on community resources, outreach programs, and Pre-K enrollment opportunities.
