Phone Services
 
The following information is based on current/established services: 
  • Local & Long Distance - Month to month billing preferred.  Include all fees for transferring service.  Cost should be shown for eRate eligible services and non-eRate eligible services separately when submitting bids.:
    • 9 PRIs - Our system is supported and self-managed by the district. Cisco voice routers are located at each location. Locations of PRIs are as follows:
      • Technology Support - 710 Argo Street, Goldsboro, NC - 2 circuits
      • Carver Heights Elementary - 411 Bunche Dr., Goldsboro, NC - 2 circuits
      • Spring Creek High School - 4340 Indian Springs Road, Goldsboro, NC - 2 circuits
      • Mount Olive Middle - 309 Wooten St., Mt. Olive, NC - 1 circuit
      • Northwest Elementary - 1769 Pikeville/Princeton Hwy, Pikeville, NC - 2 circuits
    • Centrex & Pots - 224 lines - use is for rollover for PRI, fire and security alarms, and faxes
  • Cell Phones - We do not need devices, only service; service must be accessible at all schools and buildings throughout WCPS. Month to month billing preferred, send a coverage map for voice with all bids. Include all fees for transferring service.  Cost should be shown for eRate eligible services and non-eRate eligible services separately when submitting bids.
    • Basic Phones - 40 lines
      • 40 lines/devices with pay as you go voice

Q: Would the District accept Hosted VoIP or SIP trunking as part of its C1 voice requests?
A: At this point in time, we are not considering Hosted VoIP or SIP trunking.

Q: Is Wayne County Public Schools interested in SIP Trunks or does the delivery have to be PRI?
A: At this point in time, we are not considering SIP trunks. The delivery will need to be PRI.

Q: How many circuits do you have terminating at each location?
A: Here is an approximate breakdown of our Centrex/POTs/Business Lines across the sites:

Q: Approximately how many minutes of long distance does the school system generate each month?
A: Approximately 32,000 minutes.

Q: Where do these circuits terminate?
A: I am assuming you are referring to the PRI circuits. That information can be found above.

Q: Are these smartphones and basic voice phones?
A: Basic voice phones. Model - LG Envoy.

Q: How many minutes of voice usage do you currently use each month (i.e., 300, 400 minutes, etc.)?
A: I cannot give you an accurate description of how many minutes per month are used on average because these are emergency phones used on our school buses. Ideally, they would be used very minimally throughout a month. They are only to be used if a bus driver experiences an emergency and needs to get in contact with administrative personnel or local authorities for help.

Below are responses to any questions regarding Category 1 - 470 Form #170062781  that have been received via email.
Q: Are you currently under contract for Wide-Area Network Services after 6/30/17?
A: No; our current WAN contract runs until the end of this fiscal year (i.e., 06/30/2017)

Q: Can you move services to another WAN provider starting 7/1/17?
A: As stated previously, our current contract expires 06/30/2017. Thus we can move to another provider on 07/01/2017.

Q: Will the District consider a fully-managed, Layer-3 service where the service provider manages and delivers all IP routing?  That service would also honor FHSD configured VLAN tags, QoS/CoS tags and support VoIP traffic.
A: Not at this point in time.

Q: When is the last date that you will receive formal bids for the service?
A: As indicated above, 2/27/17 is the last day formal bids will be accepted.
